A. AGRICULTURAL LOAN DIVISION
1. Request for Approval of One (1) Direct New Farmer Loan to Justin A.P. Manuel.
Action: Approval
Disposition: Loan being processed for closing.
2. Request for Approval of One (1) Direct New Farmer Loan to Paige L. Clew-DePonte & TLR, LLC dba Triple L Ranch.

B. AGRICULTURAL RESOURCE MANAGEMENT DIVISION
1. Request for Authorization to Terminate General Lease No. S-1016, Issue Cancellation Document, and Dispose of Lot Through Negotiation

Disposition: Lessee has been notified of Board cancellation action and terms of cancellation. Lessee’s performance bond has been redeemed as payment towards delinquent rents. Lease cancellation document is being processed.

Disposition: A notification letter was issued to the
lessee of GL S-3766 and S-3771 regarding approval of
their request to waive their performance bond.
3. Request for Conversion of General Lease No. S-3774, Lot No. 35

Action: Approval
Disposition: Conversion of GL S-3774 is being drafted;
awaiting completion of an independent appraisal to
establish the new base annual rental and conversion
premium.

C. ANIMAL INDUSTRY DIVISION
1. Request for Approval of an Application for a Satellite Quarantine
Station Permit for Maui Police Department
Action: Approval
Disposition: Permit has been signed by the Chairperson, awaiting arrival of a dog shortly.
D. PLANT INDUSTRY DIVISION
1. Request to: (1) Allow the Importation of a Hawaiian Monk Seal (Monachus schauinslandi) for Exhibition at Waikiki Aquarium; and (2) Establish Permit Conditions for the Importation of a Hawaiian Monk Seal (Monachus schauinslandi) for Exhibition at Waikiki Aquarium
Action: Approval
Disposition: On November 1, 2011, the monk seal KP2 arrived
safely and is now in quarantine at the Waikiki Aquarium.
2. Request for (1) Preliminary Approval of Proposed Amendments to Chapter 4-72, Hawaii Administrative Rules, Entitled “Plants and Non-Domestic Animal Quarantine, Plant Intrastate Rules” to, Among Other Things, Restrict the Movement of Coffee Plants and Plant Parts, Unroasted Coffee Seeds, Used Coffee Bags, and Coffee Harvesting Equipment from the Island of Hawaii, Except by Permit, to Prevent the Spread of Coffee Berry Borer Hypothenemus hampei (Ferrari); and (2) Authorization for the Chairperson to Schedule Public Hearings and to Appoint Hearing Officer.
Action: Approval
Disposition: A request was submitted to the Governor for approval
to proceed to public hearing. Request was also sent to DBEDT,
B&F, and just recently to the Small Business Regulatory Review
Board for comment.
3. Request to: (1) Allow the Importation of Alternaria brassicicola (ATCC #96836), a Fungus on the List of Restricted Microorganisms (Part A), by Permit, for Laboratory Plant Inoculation Research, by the University of Hawaii at Manoa; and (2) Establish Permit Conditions for the Importation of Alternaria brassicicola (ATCC #96836), a Fungus on the List of Restricted Microorganisms (Part A), for Laboratory Plant Inoculation Research, by the University of Hawaii at Manoa
Action: Approval
Disposition: Permit for Dr. Yangrae Cho, University of Hawaii, to import Alternaria brassicicola ATCC #96836 is pending site inspection and approval.
4. Request to: (1) Allow the Importation of Dengue Serotypes 1, 3, and 4, Various Serotypes of Dengue Virus on the List of Restricted Microorganisms (Part A), by Permit, for Laboratory Research by PanThera Biopharma; (2) Allow the Transfer of Dengue Serotypes 1, 3, and 4, Various Serotypes of Dengue Virus on the List of Restricted Microorganisms (Part A), From Hawaii Biotech to PanThera Biopharma, by Permit, for Laboratory Research by PanThera Biopharma; and (3) Establish Permit Conditions for the Importation and Possession of Dengue Serotypes 1, 3, and 4, Various Serotypes of Dengue Virus on the List of Restricted Microorganisms (Part A), for Laboratory Research by PanThera Biopharma
Action: Approval
Disposition: Permit for Dr. Axel Lehrer, PanThera Biopharma, to
import or possess dengue serotypes 1,3, and 4 is pending site
inspection and approval.
