         A. AGRICULTURAL LOAN DIVISION

                    1. Request for Approval of One (1) Direct Class “A”
                        Loan to Henry M. and Trifona Hattal.

    Action:  Approved
    Disposition:  Loan being processed for closing.

 2. Request for Approval of One (1) Direct Class “A”
     Loan and One (1) Direct Class “C” Loan to
     Artemio Sibucao.

                         Action:  Deferred
                         Disposition:  Applicant has been notified of deferral of board
                                            action.

          B. AGRICULTURAL RESOURCE MANAGEMENT
              DIVISION

                      1. Request for Consent to Assignment of Lease
                         General Lease No. S-4834 Keahole Agricultural Park, Phase II,
                         Lot 19, Island of Hawai’i.

                         Action:  Approved

                         Disposition:  Draft assignment and consent document has been 
                                            approved by Deputy Attorney General.  Closing has been     
                                            scheduled for November 9, 2005. 
 

                      2. Request for Consent to Assignment of Lease General Lease No. S-4628
                          Pahoa Agricultural Park, Phase I, Lot 25, Island of Hawai’i.

                          Action:  Deferred
                          Disposition:  Lessee and assignee have been notified of  
                          deferral of board action due to concern over the structure of the  
                          business taking title to the lease.

                      3. Request for Approval to Renew Revocable Permit No. 12,
                          Issued to the Estate of Harry M. Okumura, Regarding
                          Waimanalo Irrigation System, Waimanalo, Oahu, Hawaii.

                          Action:  Approved
                          Disposition:  Staff prepared clarification of present statutes
                                             and rules for board’s consideration.

          C. QUALITY ASSURANCE DIVISION

                      1. Request for Approval to Adopt Proposed Amendments
                          Presented at Public Hearings to Section 4-41-13, Hawaii
                          Administrative Rules, entitled “Minimum Export Grades” and
                          Section 4-41-52, Hawaii Administrative Rules, entitled
                          “Standards for Hawaii-Grown Papaya.”

                          Action:  Approved
                          Disposition:  Submitting a request to the Governor for final
                          approval, along with a copy of the Small Business Statement
                          after Public Hearing.  Copies of the proposed amendments
                          will be concurrently sent to the Department of Budget and
                          Finance and Department of Business Economic
                          Development and Tourism for review.

          D. PLANT INDUSTRY DIVISION

                      1. Request to: (1) Allow the Importation of a Virus, Dengue
                          Virus Serotype 4, on the List of Restricted Microorganisms
                          (Part A), for Laboratory Research by Hawaii Biotech, Inc.;
                          and (2) Establish Permit Conditions for the Importation of a
                          Virus, Dengue Virus Serotype 4, on the List of Restricted
                          Microorganisms (Part A), for Laboratory Research by Hawaii
                          Biotech, Inc.

                Action:  Approved
                Disposition: Permit pending site inspection and 
                                 approval.

             2. Request to: (1) Allow the Importation of Various
                 Species of a Fungus, Fusarium, on the List of
                 Restricted Microorganisms (Part A), for Plant Inoculation
                 Studies in the Greenhouse by the Hawaii Agriculture
                 Research Center; and (2) Establish Permit Conditions
                 for the Importation of Various Species of a Fungus,
                  Fusarium, on the List of Restricted Microorganisms (Part
                 A), for Plant Inoculation Studies in the Greenhouse by the
                 Hawaii Agriculture Research Center.

                           Action:  Approved
                           Disposition:  Permit pending site inspection an approval.

                       3. Executive Session to have Legal Counsel Update the Board
                           on Pending Litigation Regarding Mera Pharmaceuticals.

                           Action:  No action needed
