Health and Life Insurance Benefits

Health Insurance

The State offers eligible employees a choice of health insurance plans – medical, drug, chiropractic, dental, and vision – through the Hawai‘i Employer-Union Health Benefits Trust Fund (EUTF). The EUTF is administratively attached to the Department of Budget and Finance and is under the direction of a Board of Trustees. Premium Conversion Plan

The State’s Premium Conversion Plan (PCP) provides an opportunity to most health care plan participants to save some tax dollars and make the most of their paychecks. Employees of the State who are enrolled in any health care plan offered through the EUTF that qualifies under the PCP Rules, may participate and have their income taxed after their health care plan contributions are deducted, so their take-home pay should be greater than if not enrolled in the PCP.

Group Life Insurance
The State currently pays the monthly premium for group life insurance coverage for eligible employees. No employee contributions are required. This is offered through the Hawai‘i Employer-Union Health Benefits Trust Fund (EUTF). For more information on the Group Life Insurance Plan, visit the EUTF website at www.eutf.hawaii.gov.

Also, some employee organizations (such as unions) offer additional group life insurance plans on a voluntary, self-pay basis. For more information on the alternative group life insurance plans, please call your Employee Organization Representative, as appropriate.

Retirement

Employees’ Retirement System (ERS)

The ERS was established in 1926 to provide retirement allowances and other benefits to State and county government employees. The general administration of the ERS is under the direction of a Board of Trustees, with certain areas of administrative control with the Department of Budget and Finance.

Unlike most private employers’ pension plans, the State’s employee retirement plan has no “offset.” This means that your retirement benefits will not be reduced if you become eligible for Social Security. The ERS will help you keep up with inflation by providing an automatic 2.5% post-pension increase on your original retirement allowance effective July 1, beginning the calendar year after retirement. Members are covered by the provisions of the Contributory, Hybrid and Non-Contributory retirement plans. Visit the ERS website: https://ers.ehawaii.gov/

Retiree Health Benefits

As a State retiree, you may be eligible for health benefits through the Hawaii Employer-Union Health Benefits Trust Fund (EUTF).  For information on the health benefit plans offered by the EUTF, please visit the EUTF website at: https://eutf.hawaii.gov/

Deferred Compensation
One of the most important retirement benefits State employees have is the opportunity to participate in the Island $avings Plan, the State of Hawai‘i deferred compensation plan. This is a voluntary pre-tax retirement savings plan designed to give employees a tax break today and build a “nest egg” for their future.

Vacation Pay Deferral Program
This is a program that provides State employees the ability to defer, to the employee’s deferred compensation plan, pay or compensation that he or she receives for unused vacation leave credits due to separation from service (i.e. resignation, retirement, termination, etc.).  Deferring pay for unused vacation leave credits (usually a sizeable amount) can provide tax-savings on such pay in addition to significantly increasing an employee’s retirement savings.

Tax Savings Benefits

  • Island Flex – The Island Flex Plan is an employee benefit program that provides employees with a way to pay for their eligible health care expenses and dependent care expenses with TAX FREE money. By directing “before tax” money from the employee’s paycheck into one or both of these accounts, they can put up to 41% of the money they are spending on eligible expenses back into their pocket. For many State employees, Island Flex is a great way to turn certain out-of-pocket medical, dental, drug, and vision expenses and dependent care expenses into tax savings and greater spendable income.   • Premium Conversion Plan – The State’s Premium Conversion Plan (PCP) provides an opportunity to most employees who are health care plan participants to save some tax dollars and make the most of their paychecks. An employee of the State who is enrolled in any health care plan offered through the EUTF that qualifies under the PCP Rules may have their income taxed aftertheir health care plan contributions are deducted, so their take-home pay should be greater than if they do not enroll in the PCP.
  • Flex Parking – This benefit program enables State employees of the Executive Branch to have eligible parking fees payroll deducted before Federal, State, and FICA taxes are calculated. Eligible parking fees are those for parking assignments in a lot administered by the Department of Accounting & General Services.
  • Pre-Tax Monthly Bus Passes for Oahu – This benefit program enables eligible Oahu employees of the State Executive Branch to purchase monthly bus passes for TheBus, fare coupons for TheHandi-Van and pay vRide (formerly known as Vanpool Hawaii) participation fees through payroll deductions taken prior to Federal, State and FICA taxes being computed.

HI 529 – Hawaii’s College Savings Program (IRC 529)

Because the cost of a college education keeps increasing, the State implemented “HI529 – Hawai`i’s College Savings Program” (“HI529”) to help families save for college.  HI529 is a voluntary program designed to assist families to save for a child’s future education, and is administered by the State of Hawai`i’s Department of Budget and Finance.

Once you choose to participate, your contributions are made with after-tax dollars, and you can select from different investment options to suit your personal investment preferences.  The earnings on your account grow tax-deferred and qualified withdrawals are tax-free (both federal and Hawaii state taxes).

To make it easier for State employees to participate in HI529, the State now allows employees to contribute to HI529 through payroll deduction.

Resource for Employee Assistant Counseling Help (REACH)

The REACH Program provides confidential, short-term professional counseling services to employees who may be experiencing personal problems that are affecting job performance. The services are free, up to a maximum of three (3) sessions. WorkLife Hawai‘i has been contracted to provide services employee assistance services through a voluntary program that permits employees to seek help on their own. Their services are available 24 hours a day, 365 days a year, for the duration of the contract.

A WorkLife Hawaii counselor, who specializes in the assessment of personal problems, will meet with the employee to explore options and possible resoluions.
